Joint Cyber Command has completed a whole-of-government resilience exercise focused on coordinated cyber disruption affecting transport, energy, and digital public services.

The scenario reflects the modern threat picture in which cyber operations are often paired with disinformation, coercive signalling, and pressure on civilian systems rather than traditional battlefield effects alone.

Officials said the exercise improved backup communications, incident escalation, and restoration planning across defence and civilian institutions.
